HPEP paper guidelines
The goal of the HPEP (History and Policy Education program) paper is to enable students to assess how history has relevance to their lives. HPEP is a new initiative stemming from the National History Center. In broad strokes, the HPEP started with the congressional briefing program, which brought, and still brings historians to Capitol Hill to inform congressmen and policy makers about the historical context of the issues they face. Historians brief the White House on problems in the Middle East, Central Africa, East Asia, South America and Eastern Europe on a daily basis.
The Capitol processes this information and issues policies based on the intelligence they receive from abroad and the briefs they gather from historians and political scientists. By practicing to write these briefs through a research paper format, students learn how to justify the significance of their topic to a broad audience while honing their analytical skills by doing primary research on the topic of their choice. This exercise assists student highlight how the past has relevance to the present, but also to create a research paper that can be presented at workshops, conferences, grad school applications, or private organizations. In other words, through a semester-long worth of research and critical thinking, students become the experts on the topic of their choice.
Step one: Students will choose their topic/historical problem. Each student should consider picking a topic that is important to his/her research or to which he/she is committed on a personal level. For instance, topics of potential consideration for the HPEP paper are: rich vs. poor; gender inequity; science vs. religion; minority-discrimination; imperialism-colonization; civil vs. religious societies; military-civilian life; but also more specific topics relating to arts, economics, engineering, linguistics, physics, so long students are able to think about a problem that existed in the past, and to show how the past provides insights into the present.
Step two: provide one or a list of topics to the professor who will approve your research topic or help you out elaborate on the topic of your choice.
Step three: start researching and writing on the topic of your choice focusing on how premodern Europeans faced that problem. Include at least 3 primary sources. Step four: locate 3 secondary sources. You may use online books but only university-press books will be accepted. You may also use articles but they will have to figure in addition to the books from Norlin.
Step five: once you have written half of your paper on the problem/topic faced by past societies, you should turn to a comparison with present times. You may make comparisons between premodern Europe and contemporary American societies or between premodern Europe and contemporary Europe. You should have an equal balance between past perspective/problem and contemporary perspective. In other words, if your paper is 8 pages in total, 4 should be dedicated to the past, and 4 to contemporary times.
Step six: make sure the second part of your paper, the contemporary section of your paper, includes 3 secondary sources (this time books, articles, newspaper rubrics from Norlin or online (NY times, LA times, etc.).
At any point in time, students may send their progress to the professor who will get back to the students promptly with suggestions.

The answer is complete. 50 points: The essay illustrates exemplary understanding of the relevant material by thoroughly and correctly addressing the relevant content; identifying and explaining all of the key concepts/ideas; using correct terminology explaining the reasoning behind key points/claims and substantiating, as necessary/useful, points with several accurate and illuminating examples. No aspects of the required answer are missing. Use of Sources (worth a maximum of 20% of the total points). Zero points: Student failed to include citations and/or references. Or the student failed to submit a final paper. 5 out 20 points: Sources are seldom cited to support statements and/or format of citations are not recognizable as APA 6th Edition format. There are major errors in the formation of the references and citations. And/or there is a major reliance on highly questionable. The Student fails to provide an adequate synthesis of research collected for the paper. 10 out 20 points: References to scholarly sources are occasionally given; many statements seem unsubstantiated.
