The realization of the organizational project required proper planning and distribution of resources. In this way, the presented paper aims to identify the main characteristics and elements of the proposed Agile Tools PMS project. It is important to identify the success criteria, benefits, form flexibility matrix, identify project scope and main requirements of stakeholders of the project.
Success Criteria
For the success of the Agile Tools PMS project, the following criteria should be realized:
- Removal of current operations from performance requirements for the IT and PMO teams;
- Reduction of personnel turnover ratio;
- Optimization of work schedule and personnel performance;
- Removal of workload assignment overloads.
- According to the information presented in the case, the company faced the issue of reducing the productivity of personnel performance, the rising level of personnel turnover and the improper performance of the IT and PMO departments in the organization (PM Solutions, 2018). As a result, the organization, in general, faced the problem of inability to reach the potential level of performance, together with the permanent change of employees due to their inability to work in the conditions of an unstable environment. Currently, the organization does not realize full potential due to the existing limitations in the organization of work processes. At the same time, stressful working conditions in the organization contributed to the reduction of the existing level of employees satisfaction with their work and motivation. Together with this, the performance of the IT and PMO departments was characterized by the inability of these departments to provide innovative solutions for the organization due to their rising busyness as a result of generation of problems in current performance. All of these processes require optimization.

- According to the results presented in the flexibility matrix, the most flexible factor is the factor of resources required for the project. Initially, it is supposed that no significant resource expenses would be required for the realization of the project. At the same time, the successful realization of the initiatives mentioned in the project should contribute to the significant improvement of outcomes for the organization in the future. In these conditions, the successful realization of the project is more important compared to the current costs that can be required for its realization.
- The factor of moderate flexibility is the factor of the project time schedule. Though the basic tasks and objectives for the project are identified, there are certain sources of risk for the increase of time expenses for the project’s realization. In these conditions, it is important to provide a sufficient amount of time for the participating specialists to be able to finish all the prescribed tasks without loss of final quality. The risks associated with the poor quality of the final project’s realization are associated with the possibility of worsening of the company’s performance in the future.
- The least flexible elements of the proposed project are the scope and quality. The scope of the project should include the organization in general, personnel team and separate departments. The project should be realized for all of these actors. Otherwise, the successful realization of the project only for a part of stakeholders can lead to even more negative results compared to the initially observed. The objective of the project is to improve the effectiveness of cooperation between the departments of the organization. If only part of departments receives adequate improvements, the project, in general, will become a failure. Optimized departments will face the need to cooperate with the parts of the business that demonstrated no improvements. In general, the outcomes for the company would be even worse compared to the initial results.
- Together with this, a low level of flexibility for the factor of quality is explained by the fact that the main objective of the project is to improve the performance of personnel and reduce personnel turnover rate. In these conditions, the improper quality of the project’s realization can lead to the situation when the result would not be satisfying for all the participating stakeholders, and the required objectives would not be reached. That is why the factors of quality and scope are vital for the project and are not provided with any sort of flexibility.
- Boundaries of the Scope
- The analysis of the boundaries of the scope for the project includes the identification of the main requirements to the desired outcomes of the project and the functions that should be successfully realized as an outcome of project’s implementation (Project Manager, 2018). In this context, the following elements of the project’s scope would be discussed: functional structure, information, and technology view.
- Figure 1 demonstrated the functional structure of the project. In this graph, the distribution of functions after the realization of the project can be identified. - As for the expectations and requirements of the stakeholders, it is important to highlight the fact that the main stakeholder that should be satisfied by the results of the project is the personnel inside the organization. As it was earlier stated, the main problem of the project is that the employees demonstrate poor satisfaction with working conditions and motivation for the demonstration of proper results. The main problem here is that the main processes in the organization are not optimized, and the personnel is required to permanently adapt to new requirements and conditions. In this way, it is difficult for the workers to predict the future performance of the system and adapt their performance to the strict rules and conditions. This situation leads to the accumulation of stress and reduction of personnel productivity.

- The discussion of separate aspects of the future organizational project demonstrated the importance of factors of scope and quality, and the moderate to high flexibility for the factors of resources and schedule. In this way, the proposed project should contribute to the reduction of risks for the personnel as the key stakeholders. Altogether, the organization is supposed to reach a higher level of personnel productivity as an outcome of the project.

- Cases Analysis
- Justification
- The discussion of the results of feasibility analysis and discussion of different aspects of the proposed projects, it is possible to make a conclusion about the existence of serious similarities between the proposed projects. Each of them is oriented on the resolution of issues in quite similar spheres of business operations – optimization of existing processes and reduction of risks for the operations of organizations. At the same time, the analysis of the cost structures of the projects demonstrated differences in the expected returns from projects. The results of the return on investments’ analysis for both companies are presented in Appendix 3 and 4. At the same time, the results of future budget planning for the businesses are summarized in Appendix 5 and 6. These results should be applied for the final decision-making process about the realization of the concrete project initiative. As can be seen from the results of the analysis, both projects cannot be realized in the way that would provide the required level of return to cover initial expenses during the period of project realization. In these conditions, it is important to compare the results for both projects and analyze optimal solution from the point of budget expenses and returns, risks, and benefits from the realization of the project.
- Rationale
- In the context of the study, both projects are vital for the survival of business organizations. In the case of Agile project, the failure to realize the proposed strategy would lead to the loss of sustainability of business in long-term perspective that will most definitely mean the crisis of business and final failure (Hoffman, 2018). At the same time, the second project can maintain operations for a longer period of time, since costs increase cannot be considered as a risk of a similar level to the influence of the general loss of sustainability relevant for the Agile case. In these conditions, it is possible to say that from the point of overall relevance of the project for the survival of the business, it is sensible to provide support for the company in the Agile case.
- Reasoning
- At the same time, the discussion of the cost and benefit analysis results, including budget predictions for the project, demonstrated that during the project realization period, the OPS project will be more expensive and provide lower returns for investors. At the same time, it will provide a return in a lower period of time in the future, which can be seen from budget planning in Appendix 6. From this perspective, both projects will require a long-term period to provide full compensation for expenses. At the same time, the OPS project would need a lower amount of time to bring positive returns. At the same time, the actual return on investments level for the OPS project is lower compared to the Agile project. The required compensation for the OPS project’ expenses would also be significantly higher than for the Agile project. In this way, the OPS project can be considered as much riskier. The financial risks for the investor are connected with a high level of initial investments required for the realization of the project, and the long-term period of project returns’ accumulation. In these conditions, the available alternative includes the realization of the Agile project that would also provide required results in the long-term perspective, but the results would be considerably more optimistic compared to the outcomes of the OPS project.
- Assumptions
- The main assumption that identified the outcomes of the performed analysis and assessment of alternatives is the idea that the realization of the OPS project would be much more expensive compared to the project of Agile Techniques. In this way, the author of the study based his assumption on the idea that the business specifics of OPS project would require significant expenses for the realization of the project. At the same time, since no initial information about the financial performance of both businesses was provided, it was difficult to assess the expected revenues and returns for both projects. So this assumption mainly affected the results of the analysis.
