My choice for a topic would be in the arena for helping male veterans dealing with Military Sexual Trauma. To advocate for policy changes that would help not only men but also women dealing with the same type of trauma.
Military Sexual Trauma is a difficult situation for any veteran soldier to deal with. This issue is often overlooked in today’s society, and with veteran suicide rates on the rise (17 a day), it is becoming apparent that changes need to be advocated for. It is especially more difficult for men because of the stigma that is associated with men-on-men sexual assault. I feel that mainstream thinking by the general population is that this topic is too taboo for discussion.
Between all branches of the U.S. military, approximately 38 men a day report some sort of sexual assault. According to the D.O.D., the actual numbers of actual sexual assaults that are reported are 25 times higher than reported. This leaves about 900 men a day who will not report the assault because of the stigmas, harassments, humiliation, and guilt that are associated with this event.
I feel that I can advocate for these veterans to local governments or organizations to develop programs for local community involvement to change this taboo thinking pattern into something more positive and hands-on, rather than skipping over this specific issue.
Military Sexual Trauma (Assaults) are not isolated to the United States, and this thing does happen in other countries, it just isn’t publicly talked about as much as the U.S. has been doing the last ten years. This topic is another reason I am planning to move to the Philippines.
The policy topic is to be related to my Master of Public Administration Certificate.
My certificate is: “International and Comparative Public Administration.”
I want to develop a policy brief related to the topic. I am planning to present this brief to an elected policymaker in my city. This policy brief is for the implementation of a real request for a policy change and action for my local government (Miami-Dade County).
The “Hot Topic” of discussion will be on the public finance and human resources aspect that this new program will have on the City of Miami-Dade. Write about the pros and cons of adopting this program would have for all the stakeholders involved if it were to be implemented into a real plan-of-action for the county administrators.
I am arguing that the issues that veteran members who have been sexually assaulted are for the most part left alone to deal with these issues on their own after they have departed active duty and are in a veteran status. Which makes the situation of veteran suicide something that is not addressed nearly enough.
Please use the SWOT Analysis for the main arguments for approving this recommendation for a policy change that will be seen as being an advocate to change the thinking patterns of the community towards helping not only men of sexual assault while on active duty, but that this program is open to women for the same equality and equity. This policy brief maybe presented to my local government – Miami-Dade.
This Policy Brief, should include that it can also be adopted at an international level to become an international program in aiding those suffering from sexual assault from different countries veterans.

The policy brief should include:
- Layout the nature of the problem.
- Provide extensive background analysis drawing from real data and actual policy information from relevant agencies.
- Present policy alternatives (more than one) that address the problems being discussed (including those individuals or groups likely to support or oppose each of the policy options).
- Evaluate the alternatives on specific independent criteria.
- Advocate what appears to be the best possible solution to the problem.
The analysis should include the “Political Implications” for this course-of-action that is to be proposed to The City of Miami-Dade.
This paper must have a one- or two-page executive summary at the beginning. The primary focus should be a complete and comprehensive review of the nature of the problem and evaluation of the policy alternatives.
- The paper should be 16 pages long (not including executive summary and bibliography sections).
